With the rapid development of social economy, energy consumption has continued to grow, and problem pollutant emissions in various sources gradually become focus attention. Cities account for two-thirds global primary demand that make urban systems a center sustainable transitions. This paper builds bi-level planning model steady-state optimal configuration realize reasonable structure. The first level mainly analyzes relationship between systems, second is based on multiple minimize construction operating costs emissions. Nonlinear system dynamics Improved Moth Flame Optimization Algorithm (IMFO) algorithm are implemented solve model. In addition, this uses instances verify application certain city China. Under premise ensuring stability system, two programs proposed: coal or high-quality energy. volumes used as basis sub-scenario discussion. Lastly, proposes series suggestions different schemes.
